MINUTES OF THE MEETING OF BUCKLAND ST MARY PARISH COUNCIL HELD IN THE VILLAGE HALL ON THURSDAY 5TH NOVEMBER 2015 AT 8.00 PM

An apology for absence was received from Councillor I Farmer.
11/15/2 Declarations of Interest
There were no declarations of interest.
The minutes of the last Parish Council meeting held on 1st October 2015 were agreed and signed as a true record after an amendment to include District Councillor M Wale, and delete County Councillor Pearson who had offered his apologies. Also, in minute 10/15/9 ‘BHPN’ should read ‘AONB’.
11/15/4 Matters Arising
SSDC Planning had sought clarification on the exact location of the mobile home which had been reported to them in order to look at the issue.
The Clerk reported that she had received an email from County Councillor David Fothergill, who had had a meeting with the South West Regional Director of Highways England and the Highways Department of Devon County Council. Devon strongly supported the view that these lay-bys were necessary along the
A303 for slow moving vehicles to pull over to keep the traffic flowing freely, and Highways England had taken this issue on board and would report back to Councillor Fothergill.
11/15/5 Reports from County Councillor Pearson and District Councillor Wale
Councillor Pearson reported that the funding would cease from April next year for the Parish Warden scheme.
He reported an ongoing situation with travellers at Donyatt who were looking to purchase some land in the vicinity.
Councillor Wale reported he had spoken to Ian Clerk at SSDC about the piece of land for parking next door to the bungalow in the village. After further investigation, he will report back to the next meeting in January.
He confirmed that SSDC had agreed to lease the Westlands Leisure Centre.
Broadband phase 2 – money was in reserve by both SSDC and Somerset CC for funding the 5% not covered by broadband.
11/15/6 War Memorial
Esther Godfrey from Historic England (formerly English Heritage) spoke to the Council about listing Buckland St Mary War Memorial. Historic England always listed war memorials when possible because of their importance and there was currently a 5-year project to try to list 2,500 memorials. She briefly outlined the procedure where she would initially write a consultation report which would be sent to the Parish Council for comment and which would include a short history; description; and design of what it looked like. The memorial would then become protected and maintained to a legal standard, if the Parish Council agreed to its listing.
The Parish Council checked that the Church PCC was going to be consulted, and were happy with the prospect of the memorial being listed. The Council thanked Esther for explaining the process so clearly.
Councillor Rose joined the meeting.
11/15/7 Membership of Blackdown Hills Parish Network
The Clerk reported that she had contacted BHPN and the membership would cost 20p-35p per adult parish member. The Council agreed to join the Network for a first year’s subscription of £100.
The next general meeting of the BHPN would be held on the 26th November 2015, in Hemyock, for Councillors who were able to attend.
11/15/8 BSM School – play equipment
Councillor Bromley reported that she had yet to hear from the school.
11/15/9 Parish Plan – grants
Councillor Bromley reported that there were no grants available for Parish Plans.
The Chair reported that progress was being made on the wording of the Plan and thanks must be given to Councillor Barton for all the work she has undertaken so far. Ms Freya Bohea was also happy to be involved in the preparation for publication of the Plan.
11/15/10 RPA – Transfer of Entitlements
The Clerk reported she had received confirmation from the RPA of the transfer of entitlements, agreed at a previous meeting.
11/15/11 Village Directory
The formation of a Village Directory was one of the aims of the Parish Plan under ‘Communications’ and it was agreed that this should be looked at after the Plan had been finalised.
11/15/12 To agree meeting dates for 2016
Meeting dates for 2016 were agreed as follows, and would be confirmed after the Clerk had checked that the Village Hall has availability for these dates:-
All meetings would be on a Thursday and start at 8.00 pm unless stated otherwise:
7th April – preceded by the Annual Parish Meeting at 7.30 pm
5th May – following the Annual Parish Council Meeting at 8.00 pm
August – no meeting
December – no meeting
(i) The bank reconciliation statement to 15th October 2015 was presented and agreed.
(ii) Outstanding accounts were agreed and paid –
HMRC – Clerk’s PAYE October, November, December 2015 (deferred from October meeting)
Councillor Barton – expenses in respect of Parish Plan coffee morning (deferred from last meeting)
Royal British Legion wreath
Start Traffic – purchase of grit bin
Councillor Bromley – printing, etc, of Parish Plan
11/15/14 Distribution of correspondence
Correspondence was distributed for circulation.
11/15/15 Matters for report
- The Parish Ranger was scheduled to commence 6 days’ work on 9th November 2015, and Councillor Every would be his contact.
- Councillor Farmer had offered to collect salt for the grit bins when SSDC notified of the collection date.
- Road Closure at Waterhayes Lane and Birchwood Road for 5 days, commencing 15th December 2015.
- An email had been received from the Transport Development Officer at Somerset CC regarding subsidised local bus services and discretionary concessionary fares and posters were available for the public to respond to the policy consultations.
- Holes in the road were reported in Newtown Road near Dunns Castle and Roche Lodge and the Clerk would report this to SCC.
- It was agreed that the Council would write to Mr Watkis to thank him for all his work in Neighbourhood Watch. The Chair had made a link on the website to the national Neighbourhood Watch website.
- Councillor Barton asked if it would be helpful to have pamphlet boxes put in the village hall and agreed to look at the cost of both A5 and A4 for the next meeting.
- Councillor Every reported that a replacement gate into the cricket field was being looked into.
- The Clerk was asked to contact the Forestry Commission for the installation of a bin for dog waste but it was thought they would be unwilling.
11/15/16 Date and time of next meeting
The next PC meeting will be held on Thursday 7th January 2016.
There being no further business, the meeting closed at 9.15 pm.
